Vladyslav Filatov – an expert on questions of insolvency and liquidation of a company. (administrator of estate, manager of financial rehabilitation, liquidator)

Expert on questions of insolvency and liquidation of a company (arbitration manager) is a natural person having special knowledge, a license issued in the procedure set by law carries out certain functions while proceeding a bankruptcy case, acts on the basis of definition of economic court and is not interested in both debtor and creditor. Depending on bankruptcy procedure where an arbitration manager takes part he may be an administrator of estate, manager of financial rehabilitation or liquidator.
Pursuant to art. 1 of the law of Ukraine “On Recovery of Financial Solvency of Debtor or its Bankruptcy Acknowledgement” № 2343-XII as of 14.05.1992:
Administrator of estate is a natural person authorized by law to supervise and control management and disposal of debtor’s estate while proceeding a bankruptcy case in the procedure set by this law;

Manager of financial rehabilitation is a natural person carrying out debtor’s rehabilitation (financial solvency recovery) in accordance with the resolution of economic court;

Liquidator is a natural person as resolved by economic court carrying out debtor’s liquidation procedure acknowledged as a bankrupt and ensures consideration of admitted demands of creditors in the procedure defined by this law;

License on arbitration manager activity (administrator of estate, manager of financial rehabilitation, liquidator) is issued to Vladyslav Filatov by State Department for Bankruptcy.
